I. General requirements

(A) guiding ideology and basic principles

(Two) target tasks

Starting in 2019, the focus will be on serving the needs of the country, market demand, and improving student employability. Starting from about 10 areas, the pilot program of the 1 + X certificate system will be launched. Implement the reform requirements of “decentralized management services”, recruit vocational education and training evaluation organizations (hereinafter referred to as training evaluation organizations) through social mechanisms, and develop several vocational skill level standards and certificates. Relevant colleges and universities will closely combine the pilot of the 1 + X certificate system with professional construction, curriculum construction, and teacher construction, and promote the organic connection of “1” and “X” to improve the quality of vocational education and student employability. (I) Cultivate training evaluation organizations

(5) Strict vocational skill level assessment and certificate issuance

The training evaluation organization is responsible for vocational skill level assessment and certificate issuance. The assessment methods should be flexible and diverse, and strengthen the assessment of the ability to complete typical work tasks. (6) Explore the establishment of a national "credit bank" for vocational education

3. Pilot scope and schedule

(I) Pilot scope

(4) Establish and improve investment mechanism

Provinces (autonomous regions and municipalities) should increase capital investment, focus on supporting deepening vocational education and teaching reforms, strengthening technical personnel training, etc., and support the development of vocational skill level certificate training and assessment through government purchase of services. (5) Strengthening Information Management and Services
