Strengthen the leadership of vocational education in this administrative region, place vocational education in a more prominent position in economic and social development and education reform and innovation, ensure funding and support, and create a good atmosphere for vocational education development. Complete the major tasks assigned by the central government in the previous year. Establish and improve the inter-departmental consultation (adjustment) working mechanism of vocational education in the province within 5 years.

(2) Significantly improve the supply capacity of technical and skilled personnel. Implement the development direction of service development and employment promotion, meet the needs of economic transformation and upgrading and national employment and entrepreneurship, deepen the reform of the school running system and the education mechanism reform, improve the vocational education and training system, continuously improve the vocational ratio and complete the task of higher vocational expansion. In order to optimize the layout of schools and majors, cities and counties in the region can establish an appropriation system for students in accordance with regulations, with the ability to train technical and technical personnel on a large scale and the ability to serve economic and social development.

(3) Proactively serve major national strategies. Proactively adapt to the needs of supply-side structural reforms, serve national strategies such as poverty alleviation, “Belt and Road” international cooperation, rural rejuvenation strategies, and building a strong country, and undertake tasks related to improving the development level of senior vocational and vocational education, serving national strategies, and promoting advanced manufacturing, The development of modern service industry, modern agriculture and strategic emerging industries, participation in vocational education east-west cooperation action plan, vocational education "going global" related work, etc.

(4) Significant achievements have been made in deepening the integration of production and education and school-enterprise cooperation. Implementation of "Several Opinions on Deepening the Integration of Industry and Education" and "Promotion Measures for School-Enterprise Cooperation in Vocational Schools", etc. The characteristics of industry-education integration and school-enterprise cooperation are distinctive. In-depth study and borrowing from Germany's "dual system", etc., promote the collaborative education of schools and enterprises, explore the modern apprenticeship system, promote the government and social capital cooperation model, and organize industry companies to participate in the compilation of teaching materials and teaching implementation. Stimulate the endogenous motivation of industry enterprises to participate in vocational education, encourage qualified enterprises, especially large enterprises, to organize high-quality vocational education, and support social forces to establish vocational education.

(5) For provinces (autonomous regions and municipalities) where there is a large deviation in the implementation of the central government's decision-making arrangements for the development of vocational education, which has caused adverse effects and significant public opinion, points shall be reduced as appropriate.

2. Prepare the "Provincial (Regional, Municipal) Declaration Form with Outstanding Results of Vocational Education Reform" (Annex 2).

(2) The relevant data in the application materials shall be based on the public data of statistical agencies at all levels.

(1) Priority is given to the construction of the National Vocational Education Reform Pilot Zone. On the basis of meeting the basic conditions for undertaking the construction of the experimental area, the incentive objects are preferentially included in the construction of the experimental area.

(2) Give support to high-level vocational schools and specialties with Chinese characteristics. Appropriate tilt is given to eligible schools and majors in the area of the incentive target.

(3) Give support to the construction of vocational education training bases. If the construction project of the incentive object is sufficient and meets the requirements, the investment shall be increased moderately.

(4) Give support to the quality improvement plan of modern vocational education. According to the special fund management method of the modern vocational education quality improvement plan, the incentive objects should be tilted in relevant factors.
